Opav helps address power, water concerns caused by ‘Odette’

THE Office of the President-Office of the Presidential Assistant for the Visayas (Opav) has continued to find ways to address the power blackout and lack of water supply and other issues in the aftermath of Typhoon Odette (Rai).

After Odette damaged the transmission and distribution lines in Cebu and Bohol affecting the operation of gas stations, Opav Secretary Michael Lloyd Dino coordinated with the National Grid Corp. of the Philippines to power up a moth-balled power plant of Aboitiz Power Corp. subsidiary Cebu Private Power Corp. (CPPC).

According to Aboitiz Power, four CPPC power generator units started delivering 18 megawatts of the power supply directly to the power distributor Visayan Electric Company on Sunday, enabling it to provide much-needed electricity in priority areas such as hospitals, government facilities, and the Metropolitan Cebu Water District (MCWD) pumping stations. The CPPC expects more of its power generation units to operate in the next 24 hours, which could double the power output to 36 MW.

As for the inability of many gas stations to operate since they need generating sets to cater to the fuel requirements in Cebu, the Department of Energy Visayas Field office assured that Cebu has enough supply of fuel for the next 16 days. According to DOE, more fuel will be delivered to Cebu.

For water supply in Bohol province, especially in Loboc town, Dino negotiated for the use of a mobile water treatment plant using reverse osmosis technology from Vivant Corp. and Watermatic Philippines.

The equipment was delivered to Tagbilaran port Sunday morning and will be brought to Loboc, Bohol. It can produce 100 cubic meters of potable water per day.

As a stop-gap measure, OP-Opav will provide 150,000 liters of bottled water for Bohol and 500,000 liters of bottled water for Cebu.

So far, 24,000 liters of bottled water have been delivered to the municipality of Argao, the most-badly hit area in Cebu.

Meanwhile, MCWD, which plans to buy or lease more generator sets to power its pumping stations, has sought help from the Opav to transport 20 80-KvG generator sets from Manila to MCWD via C130.

Opav also coordinated with the Department of Social Welfare and Development for the distribution of relief goods in the two provinces.

On the guidance of President Rodrigo Duterte and Sen. Christopher Lawrence “Bong” Go, Secretary Dino had immediately conducted an assessment in the provinces of Bohol and Cebu on Friday, December 17, the day after Typhoon Odette wrought havoc in the areas it had passed through, to determine its needs.
